1) If you can't run a deficit, then you can't spend money that you don't have.

2) If a balanced budget amendment won't slow down spending... then NOTHING will. ('Cause ALL OTHER proposals are mere pipsqueaks in comparison. Most with no long-term constraint on spending at all... or, at least, none that couldn't be easily eliminated through the simple expedient of electing new 'bought and paid for' politicians. At least Constitutional amendments are far more difficult things to get around, or to change.)
