If the larger political culture doesn't believe in a right (or believes the constitution grants some point or idea as a right when it doesn't), than over time what the constitution actually says on an issue will become less relevant in the real world.

Do you seriously think that all the current actions of the government now or (to avoid it being a debate about Bush) under Clinton, or under Reagan, or under Carter, Nixon, JFK, FDR etc. are allowed by the constitution?
