Well not exactly, but outsourcing is very closely related to what I'm talking about and goes hand and hand with it, and is not something that I would have a problem with, either in this area, or more generally.

Immediately? No way. Over the long run, well it could happen, but it has not been established as something that would really happen, or something that would not have negative side effects that exceed the cost reduction (if any).
As for voting Republicans out of congress, even if I hated Medicare Part D (and I don't, I'm not a big fan, but I believe what the Democrats would replace it with, would likely be worse), its only one issue, and not one I would likely be a single issue voter over.
