So should patent companies in the telecoms space license directly to the network operators? Wouldn't that be the most logical since those operators have the largest stake in ensuring the best technology at a price they can afford. Obversely, IP providers could take their wares wherever they wanted and fetch the maximum price the market will bear.

Isn't that where the whole NGMN complex is headed and so should be seen as a positive to IPR licensors, QUALCOMM included?

Getting back to Nextwave, why do you suppose they are willing to enter this patent pool, given they seem to have a decent amount of applicable IP in the converged 4g device space?
