Fully genetically human, sure. (But then: so is any one of your skin cells, even when growing in a petri dish....)

But "granted the full legal rights of citizenship afforded by our Constitution to fully born citizens" is a different question entirely....

For, if 'full individual citizenship rights' attach from the moment of 'conception' then most ALL forms of birth control may be proscribed by the State....

And, women who smoke or drink or don't receive proper nutrition (even men, possibly), or who even work during years of fertility, might be subjected to prison for their 'crimes'... since a good half or more of all newly fertilized eggs fail to achieve implantation (under even optimal circumstances) then the Government would become fully sovereign and all-powerful in all matters of human like that have even the most tenuous of potential connections to procreation.
