The problem is that once you go public, whether or not its better, its very hard to go back.

People who get money or benefits from the government, tend to scream harder against any attempts to stop the flow of money, than tax payers tend to scream about the cost of paying for it.

Also there is the smaller factor that the government employees themselves become a force for keeping and even expanding the program.

And there as an aside we haven't (at least in modern times) really tried a private system.
