Unfortunately, the problem of racism doesn't necessarily lend itself well to solutions based on specific types of discrimination. You can outlaw redlining, as has been done. You can outlaw other specific actions. But you can't legislate feelings. The problem is that the feelings of mistrust and resentment, which go both ways across these divides, engender behaviors that perpetuate the mistrust and resentment. - Allen
