Truman had some very SPECIAL circumstances.

For one thing he followed FDR and that wasn't easy.

He had a well pulicized TIFF with a National Hero named McCarthur and that turned a lot of people off.

He got into public arguments about his daughter's "singing ability" and that didn't go over well.

He "integrated" the military and that wasn't a big "winner" with a lot of the people in the South.

He was also in the 20th year of ONE Party in the Whitehouse and I doubt ANYBODY could withstand the accumulation of "slings and arrows" that had accrued in that amount of time.

As far as Bush, unless TORTURE, DEFICITS, UNECESSARY WARS, and complete INCOMPETENCE in handling Natural Disasters should happen to become POPULAR in the future...I don't see him moving up in the popularity ranks.
