Usually only because of the actions of governments.

We used to get deductions for credit card interest and personal debt but that went away.

Tax laws change all the time, cash payouts or payouts for very important services, that are received by many people tend to be harder to get rid of.

And even the targeted tax breaks can have very strong constituencies. The break for non-mortgage debt lasted a long time, and the break for mortgage debt would be much harder to get rid of.
