I'm not talking about the contents of Kyoto, per se, but rather the modeling we do as one of, if not the influential nations. By not signing it, then trashing it, we communicated taht the US simply would do nothing, at least in any serious sense, to address global warming. So long as we don't, whatever the treaties say, there is likely to be only this or that country doing something.

But if the US stepped up to the plate, so to speak, in a very large way, it changes the conversation. Countries begin to look for proposals that work and ways to make them work.

Different rhetorical universe produces different conceptions produces different incentives.
