I believe the short ratio of 9.8 is not a percentage of the float that is short but the number of days it would take for all the shorts to cover based on the average daily volume. If the share price of MFL started to move up (for instance if there was a takeover), it would take 10 days for all the shorts to buy back their positions potentially creating a short squeeze, driving the share price even higher.
