People forget that Bush won by the barest of margins both times. Rove was good enough to take a second-rate candidate and get him top-tier results.

But the team was never up to creating the successful presidency and lasting conservative majority that Rove put them in the position to shoot for.

Instead they will forever be the 28/15% approval schmucks who wasted all their capital after 9/11.
