Alaska mineral rights are divided among various entities. The State owns the rights to the huge Prudhoe Bay field, and leases them to the oil companies. Alaska gets a big royalty cut, plus a tax on profits.

The USA owns the rights to ANWR (Arctic National Wildlife Refuge), so the feds will get big cut if it's ever developed. Right now the enviros are blocking ANWR development, but I expect that high oil prices will open it. The Feds should hold it off the market until oil hits $500/barrel, and then earn oodles of bucks!
