You do know what "negotiate" means, don't you? It's NOT price controls! It means the government will find the lowest cost provider of classes of drugs from among the pharma companies by saying to Merck, "Well, Cadia will sell us Prozac for X - do you want to come back lower?"

Bush's plan has medicare paying RETAIL - only a CHUMP pays retail! Bush's plan MANDATES it.
