They go to the highway trust fund, but I believe that is very like the social security trust fund in that the money does reduce the deficit. Its revenue like any other revenue. And to the the extent its not spent, it should be considered to reduce the deficit, we have one government, its real deficit is determined by its total revenue minus its total spending.
