It doesn't reduce the deficit. Any shuttling between accounts is treated as borrowed money. So if money is taken from the trust account to be applied to general fund spending, an offsetting deficit is created with the trust account.

If Baker had complained about increasing the deficit within the trust account, he might have a leg to stand on.
