There is a precedent for official "pegging" of long-term interest rates.

Starting in World War 2 and lasting until 1951 ( I think) the Fed and the Treasury concocted a scheme to keep long term rates artificially low. I do not recall the details.

Someone who has the time may want to research this since it could be relevant to what they have up their collective sleeves nowadays.
