Hike taxes on a weak economy and you kill it.

Not if the tax hike is targeted.

Both the revenues and expenditures have to be carefully targeted in order to put the economy back in balance. That's what is wrong now, it's not that nobody wants to work or buy or invest, it's that the system has got out of balance from too much deficit spending (primarily). Get the balance back, and the economy thrives.
