If I remember correctly head start produced better results (by whatever the study used to determine better results, I don't remember the details), for the period of time when people where in it, and than for a few years after that, but if you examined grades and test results after a few more years you didn't see any noticeable difference between people in the program, and a similar group of people who where not in the program.
