Tom that sounds like immersion to me. My kids go/went to French immersion. They speak only French in school. Sure in the schoolyard the kids speak English. All lessons are in French. Some kids do not make it but that is a minority and many of those are because the parents lack the resolve to give the kids the extra support they may need.

My Daughter is now in high school, fluent but no longer in French school as she has gone to a school specialising in the arts. My son is 8, mostly A student. Things like drama and dance hold him back :O)

In Middle school, grades 7 and 8 the French immersion children were 1/7th of the student body. They accounted for over 80% of the academic and leadership awards at graduation. It is a similar deal in the high schools here.

The most crucial form of discrimination was the reported practice of teachers placing far more effort on the teaching of the Chinese students at the expense of the Tibetans.
if this is the case then that is a problem. Not saying that this is false but not the whole story I warrant. Slightly biased.

When are we surrendering all to the first nations in North America ? Why is that different. It was log ago or it was us.
