Didn't everyonewho could refinance already refinance the last go around when rates were absurdly low? I mean the only others left should be those that originally financed at the time or later, but now they should have negative equity. My understanding is that equity must be present to allow for refinancing.

I guess those lucky Bay Area residents can refinance, since they have held up and will into perpetuity due to the web 2.0 bubble. This is the bubble where venture capital is finding companies with users and no path to revenue outside advertising eyeballs. For that matter, advertisement seems to be in a bubble as well.
