I certainly should tone up my TA skills. It seems that everytime I have tried to use it, I get caught with my MACDs down. In other words the crossing MACDs have misled me more often than not. I have used a very high RSI to avoid some stocks which later went down. In fact, I think I learned that from you.

So yes TA can help you avoid over bought stocks. I'm not sure how good it is to pick out the undervalued ones that are soon to start rising. I guess the trend lines also help, as do good luck and intuition (or gut instincts).
