Both parties pick based on multiple criteria, including personnel and political ties, your partisan spin on this is inaccurate. As far as who is to blame? Well the main factor is of course nature. The best reasonably expectable response would not have prevented many of the deaths and would still not have coped well with the scale of the situation. To the extent that the response was less effective than it could have, or even should have been, there is a lot of blame to go around all over the place, but the biggest portion should properly be assigned to the state and local governments. Do you regularly "checkup" on your Mayor and Governor's preparations for disasters? No, do you regularly checkup on FEMA's preparations for your area?
