My guess is that blacks have been held back by the social programs of the 60s that reinforced the wrong behaviors. But that is just my view.

Right...blacks were perfectly on track before the 60s, then liberals came along and set them back with "social programs". MLK was whistling dixie with his marches and speeches about social inequality. Rosa Parks should have been happy to cede her seat to a white man, after all she'd be so much worse off back in africa.
Makes perfect sense in your incredible self serving make believe world.
