The social programs I was referring to largely BEGAN in the 60s and ran for 3.5 decades. During this time, multiple generations of blacks were raised with the idea that welfare would save them from working. 15 years later, I believe that attitude is still prevalent in some communities.

It is intuitively obvious that the Welfare State held blacks back for 30 years or more. It is apparent that many have begun to crawl out of the nightmare in the 10 years since it was abolish, a trend that should continue.
