Is there anything anyone does that does not have some amount of public interest involved? If a drunk feels happier after a few shots of whiskey and doesn't put a few shots of cold hard steel into someone else as a result, isn't the public interest involved? Or should his own health interests and avoiding a liver transplant at public expense take precedence?

Where DOES the line get drawn here? Where Ted Kennedy or Christopher Dodd say it should?
