If you want to get societal action on something, I think that it's best to propose something that is doable and pound on it consistently and often.

GW is not doable so the pounding, however frequent and consistent, gets little more than anxiety and lip service. Runoff might be doable but it doesn't get pounded because it's crowded out by the overwhelming GW narrative. And so the dead zones multiply and grow.
