The green zone is part of Iraq. Iraq has its own government, we are not an occupying power in Iraq, just as we are not an occupying power in Germany and Japan despite our embassies, consulates, and military bases in those countries.

We were an occupying power in Iraq, but not after we passed over authority for the country to an Iraqi government.
