Of course it's about administrations. Some administrations are openly hostile to the environment: nrdc.org this is one of those administrations. Of COURSE it's about Bush. Clinton had a much better record on the environment. I think you'd have to go back to Reagan to find someone as bad as Bush. Watt- what a nightmare he was. This isn't about "licking it". That's just silly. It's about at least trying to contain and study problems. That's just not happening right now. Take a look at ANY environmental rating group you want to. Bush is dismal on the environment, and that IS down to Bush
