Obviously the situation in Iraq in general is not very much like the situation in Germany or Japan.

The reference was narrowly focused on the point that taking up territory in countries doesn't make us the occupying power. Your an occupying power when you are in authority over a conquered area, not when you are assisting the elected government of a country in its fight against terrorist and insurgents, like we are in Iraq, or not when you where in the country primarily for deterrence, like we are in Germany, Japan, South Korea, etc.
