In a way those are great news - all that the US Congress needs to do is to apply this law to white collar crimes in the financial markets worldwide, so any deposits of overseas entities which trade in US debt can be also seized. This would not lower the demand for US treasury debt to the contrary it will increase demand due to lack of manipulation.
