No, I know that FEMA's competence will probably be determined by the competence of the President.

A lot of the federal government doesn't change each time the president changes. He appoints a new figure on the top, but things don't change so quickly as you imagine them. Also your apparently position of relative competency, of past, present, and potential future presidents seems to be misguided.
