Fine points in computer design.

Mainframe computers are built in with contiguous dram memory address, so you can just use fastest clock, same as cpu.

IBM PC is not the architecture to use. But in a bind, you can use FSB same as cpu clock(zero wait state bios). Chipset may limit the maximum dram allowable. Other buses are generally too slow to work with fast cpus. Try to avoid AGP or PCIexpress buses. Use more banks of drams by chipselect for speed of performance.
