Re: "hide the deficit shell game", the deficit isn't hidden. Check the deficits, they include such spending. If your talking about projections of future deficits, they typically do include money for this purpose as well, but when they don't its just a politician being ignorant and/or dishonest, not a threat to the integrity of the entire budgeting system. And to the extent that such dishonest projections happen, other factors are far bigger than the spending in Iraq and Afghanistan.

Re: "STATUTORY LIMITATIONS"

There is no constitutional requirement to have the budget all in one bill, or to not authorize additional spending later in the year. As for statutory limitations, I don't think there are any of those either, and if there are, they amount to ordinary law, just like the budget bills (and the supplemental bills)
