I don't think you can say whether Hillary Clinton, or anyone else for that matter, is tough enough to deal with the awesome responsibility of the Presidency. Being a Senator is one thing. Being First Lady is one thing. Being President is something else again.

Certainly Barack Obama can be said to be tenacious. He came from well behind in the pack to being the frontrunner, against many savvy politicians who were better established than he was.
