The headline of the article is false. McCain isn't calling for 700 new nuclear power plants, or any number of new power plants. "The French are able to generate 80% of their electricity with nuclear power", doesn't equal "McCain calls for 700+ new power plants, even if it will actually require that many to generate 80% of our electricity needs from nuclear plants.
