I agree with you that to claim that McCain called for 700 new nuclear plants is not factually correct. I think it would only be correct to do so if he had said those words.

The rest of your argument, that what he said doesn't indicate that he supports building a bunch of new nuclear plants, seems wrong to me. Clearly, that was the message he was trying to convey. France gets 80% of its energy from nukes, so why can't we?

It is also clear that he had no specific plan for building such plants, and apparently no real idea of what getting 80% of our energy from nukes would require.

So if one wants to say McCain has no real grasp of the issues involved, or the practical implications of what he suggested as a primary source of our future energy needs, then it would seem reasonable to do so. But you're right. He didn't call for 700 new nuclear plants.
