As I took pains to point out --- several times now --- neither CBO nor OMB are ALLOWED (by statute) to include officially "off-budget" expenses into their economic calculations.

Which, considering the massive and rising annual costs of the War/Occupation, (which has cost more then the previous year each and every year thus far), is one of the important factors that partially explains why the Bush administration's economic projections have proven so wildly divergent from reality.

This War/Occupation (which, just this year, passed in real inflation-adjusted numbers, the total costs of the Vietnam War) is the first major war in the entire 200 plus year history of our great nation... that has been financed 'on the credit card' and through the 'smoke and mirrors' accounting expedient of placing it's costs officially OFF-BUDGET.
