Pakistan justifies its nukes because India has them (and because India is larger), India's original justification was China's nukes and missiles. China's was the US and the USSR's.

These nukes can be considered to have been beneficial, they might have prevented war between the US and USSR, and they may have prevented more recent wars between India and Pakistan, but of course they only did so with the creation of a lot of risk, and that risk hasn't totally gone away. If an actual nuke war happens, all the previous benefits will probably be dwarfed by the new costs.
