Dan -

Before he flops over the bar, he has to jump high enough to clear it. I'd say that any person who can jump over anything that is higher than his or her head can jump, period.

There was a male jumper from New Jersey who was 5' 8". He was able to clear bars that were more than two feet over his head. That's jumping, no matter how you slice it. ;-)
