The supplementals are just as official as the original budget bill. Drawing some major distinction where the initial budget bill is ok, and later supplementals are somehow illegitimate, fraudulent, or not accounted for is rather silly.

To the extent that is a problem, its a problem with the prohibition, not a problem with using supplementals. Also its a problem with official projections, not any actual budgeting. Anyone who wants to make a more accurate projection can do it themselves, either completely, or just by starting with the OMB or CBO projections and than adding an estimate for additional spending.
