There may be other important points, but I don't consider the ones you raised to be among them.

Also I don't consider it such a big smoke and mirrors thing. From every angle I look at it, it seems at most a very minor issue. Which is not to say it isn't an issue at all, or that things could not be done better, but I probably have 100,000 concerns with government which would be ahead of this one.
