I think it's a foreshadowing of what's to come if Obama gets elected.

Remember that Carter made the nuclear deal with North Korea that made even the Clinton administration nervous. Unless Carter passes away soon, he'll continue to act as the self-appointed proxy to the State Department. And I don't see any will or motivation on the part of Obama to reign him in.
