Unfortunately true. Humankind is still struck in inter-tribal warring, only the scale has been changed to the level of nationalism. Nations which are otherwise fair internally, use a different moralistic standard when it comes to inter-national crimes. One way to get morally consistent for the population of the aggressor is to brand the enemy as terrorist, uncivilized, communist (godless) etc.
