Re original intent, the states originally feared a strong central government and therefore were reluctant to join into a union.

The solution they arrived at was to enact a constitution that limited the rights of the federal government ... unless a right was specifically conferred on the fed by the constitution, that right was retained by the individual state.

So when we got started it was like in LOTR; there were various rings of power and one big ring that was held by Sauron.

Much like the men elves and dwarves, the individual states saw their authority slowly drift away, due in large part to the interpretation of the commerce clause by the SCOTUS, in time discovering that their supposed rings of power were mere baubles and that all real power was in the hands of the federal government.
