My experience is colored by spending 17 years altogether in a variety of countries that all took unitary approaches to these issues. The idea that a Brit or a South African or a Mauritian or a Croat could have certain rights in one part of the country but not another was unthinkable.

I think this is a topic destined to be changed a lot in coming decades as the rationale for regional and provincial differences in the US fall away. They might have made sense when few New Yorkers would ever get to Arizona and vice versa. Less so now.
