The idea that a Brit or a South African or a Mauritian or a Croat could have certain rights in one part of the country but not another was unthinkable.

I'm not sure that isn't to a large extent because they're small. It wouldn't be cost effective or productive to have dozens of entities separately managing, say, transportation or justice in Croatia. I take your point about regional differences and internal movement, but we still have a lot of diversity to foster or homogenize. And a lot of opportunity to introduce creativity.

And I still think you're constraining your thoughts to the current civil rights box.
