Speaking of crashing, every time I access the Wall Street Journal, My computer locks up. If anyone else is encountering this, let me know!

Texas, could it be? 254 counties strong, 2 being currently used in a pilot in Bexler and Guadulupe counties, leaves 252 counties needing a system! Lets see, whats 252 times 65,000 16.38 million plus service contracts
