wso: They are MMs who are not actively trading the stock. You can go to OTCBB.COM and look at monthly volume by MM to see the major players. Here's the monthly volume since the R/S:

09/07: 4,291,357
10/07: 20,920,558
11/07: 13,488,542
12/07: 7,223,132
01/08: 9,019,332
02/08: 12,671,471
03/08: 14,378,942
04/08: 15,689,668

As you can see, volume is increasing. We're approaching volume totals close to October '07 when they dumped a lot of shares immediately after filing the Q307 10Q. NITE and SBSH are the two dominant MMs, always placing #1 and #2 in volume since the R/S.
