Thats mixing up things that happened in 2000 and 2004. Second, the Republican nominee isn't being picked in a backroom, but in a series of primary elections (many of them winner-take-all) and McCain did well in a lot of those primaries - he won NH, SC, and 9 states on Super Tuesday (including big ones like CA, IL, NY) among the early primaries eliminating most of the crowded field of other nominees.
